Coal oligarchs would not have considered themselves safe and unpunished if not officials who had been covering them for years. Elena Aleksandrovna Kurlis, head of the Central village settlement in the Novokuznetsk region of the oblast of Kemerov in Kuzbass, has marked herself several times as one of the “coal-protectors” in defending interests of coal business.

It was in 2019 when Kurlis first time opposed the population of the territory entrusted to her trying to convince the villagers of the Taljhino settlement to say yes to construction of the Chernokaltan section coal loading station near this populated settlement. After unanimous “NO!” declared by all the people living there, amendments were still made in the town-planning documents of the settlement. Thanks to these amendments, it turned possible to change agricultural land status into industrial status of the land for building infrastructure for the coal enterprise. By coincidence… after the mentioned events Kurlis’s daughter opened a store of her own in Novokuznetsk!

A year later Kurlis stood up to defend plans of the Kuznetsk Yujhni section. This section intended to build a coal loading station and access roads to the station near the villages of Cheremza and Bezrukovo of the Central village settlement in the Novokuznetsk region.

The population protest was supported by the villagers of the settlement of the state-owned regional power-station (t. Miski) and they initiated round-the-clock duty at the site of planned works. Elena Aleksandrovna in her support of the coal section plans went so far that she did not let a deputy of the oblast council, a deputy of the Novokuznetsk region, representatives of the deputy in the State Duma and journalists who were covering the events from the viewpoint not acceptable for her to the meeting place of the Cheremza settlement dwellers with the representatives of the coal business. The interest of the lady-official was so great that she ignored the real threat of her own criminal responsibility for violation of a number of federal laws and excess of authority. We can assume that the owner of the section had paid her big enough money and she was sure it would easy for her to pay off the investigative committee if needed.

In July, 2021 information was delivered about construction of Verkhneteshskoe section to start. And again, Elena Kurlis helped coal miners as usual. At the open discussion held in the village of Krasnaia Orlovka in July of 2019 villagers and citizens of the town Ossinniki spoke out against construction of one more coal section near their populated points. But as if nobody had heard them, main state expertise institution of Russia accepted the project documents and results of engineer studies as technical project of first line for the Verkhneteshskoe coal deposit open pit mining. As a result of state expertise, a positive conclusion was issued. Concern of people living in the area is pretty clear. As calculations have shown, the coal mining site will come to the villages Yrovka in Novokuznetsk region as close as 8km and Chuazas settlement (Miski okrug) – 10 km. According to subsoil users, Ossinniki town with its majorly five-story and high-rise buildings will be at 12 kilometers distance from the section; the distance is calculated from the deposit pit to the populated points. Seismicity of territory is estimated as 7 points. Who can tell what will happen when technological explosions start along with natural earthquakes? How Kurlis is going to justify herself? How she is going to look in the eyes of people, her own children, grandchildren? Does money justify everything?

Elena Kurlis defends interests of coal barons being paid from the national budget i.e. being paid by people defends those who destroy nature; therefore, she is the first official to get the Black Mark. Every Russian citizen should know names of the people who support destruction of territory of Kuzbass in the Russian Federation.
